The next time someone offers up the Kyoto protocol as a solution, and the US as the primary problem (ie, Algore), you should refer them to this. Keep in mind, the senate unanimously rejected Kyoto during the Clinton administration, and has the power at any time to ratify it without the administration's help I believe.
